Amit Shah On 2-Day Visit To Poll-Bound Chhattisgarh On Friday

BJP chief Amit Shah will be on a two-day visit to poll-bound Chhattisgarh from Friday, during which he will address the booth-level workers of the party at four places.

This will be Mr Shah’s third visit to the state within a month. The Assembly polls in Chhattisgarh are scheduled to be held in two phases next month.

“With an aim to re-energise the booth-level party workers, division-level conventions are being held on October 12 and 13, which will be addressed by Shah,” BJP state general secretary Santosh Pandey told PTI Thursday.

The ruling party had set a target of “Mission 65 plus” in the 90-member Chhattisgarh Assembly and therefore, it was focussing on strengthening its booth-level workers, he said.

Mr Shah will visit Ambikapur and Bilaspur towns on Friday to address the booth-level workers of Surguja and Bilaspur divisions respectively.

“After the programme in Bilaspur, he is scheduled to interact with a group of lawyers,” Mr Pandey said.

On October 13, the BJP chief will address party workers at Jagdalpur under Bastar division.

Subsequently, he will also address the workers of Durg and Raipur divisions in state capital Raipur, he added.

“During his whirlwind tour, Shah will directly interact with the party workers of 23,632 booths,” Mr Pandey said.

According to BJP sources, after Mr Shah’s visit, the aspirants for the upcoming polls will be shortlisted and the party’s Central Election Committee will later announce the names of the candidates.

As per the Election Commission’s (EC’s) poll schedule, the 18 Naxalism-hit constituencies of the state will go to the polls in the first phase on November 12, while polling for the rest of the 72 constituencies will be held on November 20. The counting of votes will be taken up on December 11.

Chhattisgarh election: AAP to have tribal CM candidate

The Chhattisgarh unit of Aam Aadmi Party (AAP) on Tuesday in an apparent political masterstroke took a decision to have a tribal face for the party’s chief ministerial post.

Amid the prevailing perception that the scheduled tribe (ST) with around 32 per cent of the 2.25 crore population in Chhattisgarh holds the key to the state assembly, all political parties are seen desperate to forge their presence and instigate a major influence among the tribal voters.

The state has 29 of the 90 constituencies reserved for the ST.

“The formal announcement would be made on October 10 in the presence of state party incharge and a cabinet minister in Delhi Gopal Rai and member of parliament Sanjay Singh”, the AAP’s chief spokesperson Uchit Sharma told the Express.

AAP is contesting all 90 seats in the state. After its 10-day long Jhadu Chalao-Bhrastachar Bhagao across the 45 assembly segments, a consensus has emerged within the party to have a tribal candidate for the CM post. “AAP pledges to safeguard the interests of 72 lakh Adivasis of the state. So far they have always been deceived and used only as vote bank by both the ruling and opposition”, Sharma said.

Tribals once cited as a traditional supporter for Congress party, the ruling BJP under the leadership of Raman Singh has made inroads in tribal votes after the creation of the Chhattisgarh as a separate state in November 2000.

The political analysts felt the AAP is yet to prove themselves in the tribal belts to mobilise adivasi support and declaring “selecting a tribal as CM face could be their trump card”. Both the BJP and the Congress shrug-off the presence of AAP in poll fray as “insignificant” and will not have any impact by their declaration on their poll prospect.

Dr Somnath, Devlal Narethi, Soni Sori, Komal Upendi are among those tribal leaders of AAP figuring as the front-runner for the AAP chief ministerial candidate.

Vijay Hazare Trophy: Delhi beat Chhattisgarh by 44 runs to enter quarters

Delhi comfortably beat Chhattisgarh by 44 runs in their group B league encounter to enter the quarter-finals of the Vijay Hazare Trophy on Monday.

Delhi topped group B with 26 points followed by Andhra who had an inferior net run-rate despite finishing with same number of points. Delhi, Andhra and Hyderabad (22 points) have qualified from group B.

It was debutant wicketkeeper Lakshay Thareja, who scored 53 in the middle-order to take Delhi to 245 for 9 in 50 overs.

In reply, Chhattisgarh was all out for 201 in 45.1 overs with left-arm seamer Kulwant Khejroliya being the pick of the bowlers with 4 for 27.

Put into bat, Delhi were reduced to 77 for 4 with in-form batsmen Gautam Gambhir (10), Dhruv Shorey (8) and Nitish Rana (8) being dismissed cheaply.

Unmukt Chand (32 off 70 balls) couldn’t get going and Delhi were in deep trouble at 112 for 6 in the 32nd over. It was Thareja and Lalit Yadav (24), who added 34 runs for the seventh wicket.

Thareja, who hit four boundaries in 72 balls was out leaving Delhi tottering at 176 for 8 after 44.5 overs.

However, Pawan Negi (31 off 30 balls) and Simarjeet Singh (25 off 18 balls) added 50 runs in 4.2 overs. Khejroliya hit three towering sixes to take Delhi to a fighting total.

While chasing, Chhattisgarh lost more than of their team for barely 100 runs as their chase was as good as over.

At 139 for 8, Shakeeb Ahmed (38) and Shivendra Singh (25) added 51 runs to delay the inevitable but it always was Delhi’s game.

Chhattisgarh: 16 Naxals including 2 women arrested from Sukma district

Sixteen Naxals, including two women, were arrested from Chhattisgarh’s Sukma district on Sunday, five of whom have been suspected to be involved in a deadly attack on a CRPF team last year, killing 25 CRPF personnel, police said on Monday.

The arrests were made by a joint team of the Special Task Force (STF), the District Reserve Guard (DRG) and the district police, from a hill near Minpa village under the Chintagufa police station limits, said a senior police official.

The security forces have intensified patrolling in the interior forests of the Naxal-hit districts, in view of Assembly polls in the state next month.

The patrolling is aimed at apprehending the lower-rung cadres, who are instrumental in planting explosives to target the police personnel and putting up Maoist posters and banners, he said.

The cadres who have been arrested were active members of either some militia groups, or the Dandakaranya Adivasi Kisan Majdoor Sangthan (DAKMS), a front organisation of Maoists, he said.

Chhattisgarh will go to the polls in two phases, on November 12 and November 20.

The counting of votes will be done on December 11.

Congress ‘Sankalp Yatra’ in Chhattisgarh soon

The Congress will soon take out a bus tour named ‘ Sankalp Yatra’ across Chhattisgarh with the aim of showcasing the state unit’s unity.

The yatra aims at fanning the campaign against the state’s BJP government by presenting the alternative policy plank.

All senior Congress leaders of the state are expected to join the yatra, which is expected to be flagged of by party president Rahul Gandhi. He will also join the yatra at several places, party sources said.

“The logistics for the Congress Sankalp yatra across Chhattisgarh is being finalised. Congress president Rahul ji will specially visit the state to flag off the yatra”, said a senior party leader.

The details of the proposed yatra was finalised in a meeting Gandhi held with some senior PCC and AICC leaders in Delhi a couple of days ago where the overall election preparations of the state Congress was also reviewed.
The state Congress is likely to have an alliance with the Gondwana Loktantrick Party in a few seats.

Chhattisgarh To Vote In 2 Phases

Assembly polls in Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana will be held between November 12 and December 7 in what may be a virtual semi-final to the 2019 Lok Sabha elections.
Counting of votes will be taken up together in all the five states on December 11, the Election Commission announced on Saturday.

While Chhattisgarh will go to the polls in two phases on November 12 and 20, elections in Madhya Pradesh and Mizoram will be held on November 28.
Polling in Rajasthan and Telangana will be held on December 7, Chief Election Commissioner (CEC) OP Rawat announced.

The Congress, which is ruling in Mizoram, is trying to wrest power from the BJP in Chhattisgarh, Madhya Pradesh and Rajasthan.
In Telangana, the ruling Telangana Rashtra Samithi (TRS) had dissolved the assembly on September 6, paving way for early elections.

Like in the past, Chhattisgarh will have elections in two phases. In the first phase, 18 seats in south Chhattisgarh affected by left wing extremism will go to polls and in the second phase voting will be held in 72 seats in the northern parts of the state, Rawat said.
Responding to a question, he defended the decision to have two phases, saying in the past too, voters, political leaders and security personnel have been targeted by Naxals and it was necessary to have polls in multiple phases.

The model code of conduct, which bars the ruling party and even other parties from disturbing level playing field, came into force in Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram immediately.

The term of the Madhya Pradesh assembly is ending on January 7, Rajasthan on January 20, Chhattisgarh of January 5 and Mizoram on December 15. After a recent EC decision to impose model code immediately in states where assemblies are dissolved prematurely, Telangana is already under the poll code. The term of its assembly was to end in June, 2019.

Much is at stake in the polls in Madhya Pradesh, Chhattisgarh and Rajasthan as the BJP and the Congress are in a direct contest in the three states after the saffron party had trounced its arch-rival in 2013 and then gone to decimate it in the 2014 Lok Sabha polls as well.

Under Prime Minister Narendra Modi and its president Amit Shah, the BJP has since 2014 got better of the Congress in every major state polls where both were the main rivals.
In 2013, the BJP had won 165, 163 and 49 seats in Madhya Pradesh, Rajasthan and Chhattisgarh assemblies respectively, with the Congress securing 58, 21 and 39 seats. The corresponding strength of these assembies are 230, 200 and 90.

In Telangana, the ruling Telangana Rashtra Samithi is seen to be going strong and will face contest from the Congress and the BJP.

After winning 63 seats in the 2014 assembly polls, the TRS’ ranks have swelled with members of rival parties joining it over the years. The state assembly has 119 seats.

In Mizoram, the Congress has been in power since 2008. In the hill state with 40 assembly seats, Congress has been in fight against state parties Mizo National Front and Mizo Peoples Conference.

Putting in place security arrangements for the polls, the Union Home Ministry has ordered for the deployment of about 25,000 troops for election duties in Chhattisgarh, Madhya Pradesh and Rajasthan.

These paramilitary and state police personnel, part of the additional 250 companies to be sent in for the polls, have been asked to take position by October 15 in states assigned to them.

While 50 fresh companies each have been marked to be sent to Madhya Pradesh and Rajasthan, the highest of 150 such teams have been earmarked by the ministry to be sent to Chhattisgarh that has its southern part affected by a high-level threat of Maoist violence.

A single state police or Central Armed Police Force (CAPF) company has about 100 personnel.

This time, to ensure “wholesome and constructive participation” of persons with disabilities in the election process, the Commission has decided to issue accessible photo voter slips with braille features to persons with visual impairment.

In a statement, EC said it is “genuinely concerned” about noise pollution and “great disturbance to the peace and tranquility of the general public by the reckless, widespread and flagrant use of loudspeakers during election canvassing and campaign.”

It said that the use of public address system or loudspeakers or any sound amplifier, whether fitted on vehicles or in static position used for public meetings for electioneering purposes will not be permitted between 10 pm and 6 am.

The Election Commission of India today announced election dates for assembly elections in five states – Madhya Pradesh, Rajasthan, Chhattisgarh, Mizoram and Telangana.

Election in Chhattisgarh will take place in two phases. Election in phase one (18 seats) will take on November 12. For the second phase (72 seats) voting will be held on November 20.

For Madhya Pradesh and Mizoram voting will be held in a single phase on November 28.

For Rajasthan and Telangana voting will be held in a single phase on December 7.

Results for all the five states will be out on December 11.

These five assembly elections would be crucial for the BJP as it gears up for the Lok Sabha election next year. The BJP is in power in three of these states — Rajasthan, Madhya Pradesh and Chhattisgarh. While the Congress is in power in Mizoram, Telangana Rashtra Samithi was in power in Telangana before the assembly was dissolved.

The election code of conduct comes into play with immediate effect in these states.

Amit Shah: Congress colluded with Maoists to retain power in Chhattisgarh

Targeting the Congress ahead of the state Assembly polls over various issues, Shah challenged the opposition party to an open debate on its development track record.

Bharatiya Janata Party (BJP) president Amit Shah on Friday accused the Congress of forging “ties with Naxals” to remain in power in Chhattisgarh before 2003.

The BJP government in the state had succeeded in containing the Maoist menace, Shah said, addressing a tribal convention at Narharpur in the insurgency-hit Kanker district.

Targeting the Congress ahead of the state Assembly polls over various issues, he challenged the opposition party to an open debate on its development track record.

The convention marked the conclusion of the Atal Vikas Yatra campaign launched by Chief Minister Raman Singh to highlight the achievements of his 15-year rule.

“Chhattisgarh once reverberated with the sound of bullets…. I have no hesitation in saying that the earlier Congress government (before the BJP came to power in the state in 2003) had forged ties with Naxals to stay in power. We broke that nexus and cracked down on Naxals.

“Entire Chhattisgarh is gradually getting rid of Naxalism and heading on the path of development,” Shah said.

When Chhattisgarh came into existence, it was dubbed as one of the “Bimaru (backward/sick) states and despite being in power for the initial three years, the Congress did nothing to boost its economic growth, he alleged.

The Congress did nothing to maintain law and order, curb Naxalism, eradicate hunger and uplift the forest-dwellers, despite being in power for 55 years at the Centre, the BJP chief said.

“Atalji (then prime minister Atal Bihari Vajpayee) founded the state and Raman Singh developed it,” he said.

Shah mentioned the 24-hour power supply, road connectivity in the interior villages, purchase of forest produce at a minimum support price and other development works as some of Singh’s achievements in the last 15 years.

He slammed the Congress over a scandal triggered by the circulation of a “sex CD”, purportedly featuring state Public Works Department Minister Rajesh Munat. Munat has filed a case against state Congress chief Bhupesh Baghel for allegedly trying to malign his image by circulating the CD.

“The BJP will be contesting the polls under the leadership of Prime Minister Narendra Modi and Chief Minister Singh, but I want to ask Congress president Rahul Baba (Rahul Gandhi), who will lead the Congress? Will it be those who shamefully manufacture fake CDs for character assassination?” Shah asked.

“Are you (Gandhi) going ahead with a leader, who allegedly indulged in character assassination through fake CDs for seeking the mandate in Chhattisgarh?”

“Our mothers and sisters here are waiting to settle the score over the CD issue and rout the Congress,” he said.

The BJP never indulged in the politics of “chaturai” (cunningness), Shah said.

He challenged the Congress to a debate on the work done during Modi’s four-year rule and Raman Singh’s 15-year tenure as against the opposition party’s “55-year rule”.

“People have two options in the coming polls. The first is the Congress which only talked about ‘garibi hatao’ (remove poverty) but removed the poor instead, while the other is the BJP, which, without raising slogans, ensured power supply to every house, provided houses for all, built toilets and gave bonus to the Tendu leaf collectors,” Shah said.

Earlier, after arriving at the Raipur airport, Shah flew in a helicopter to Sihawa, the origin of the Mahanadi river in Dhamtari district, where he offered prayers at the Mahamai Temple at Farsia village.

Shah’s visit to Sihawa and Narharpur is being seen by political observers as an attempt to woo the tribal population of Chhattisgarh.

The Assembly polls are scheduled to be held in the state later this year.

The BJP chief will soon leave for Sihawa Ashram in Dhamtari district where he will meet seers to seek their blessings, he said. Shah will then participate in a programme for distribution of bonus to collectors of tendu-patta (tendu leaves) at Narharpur in Kanker district at 12 noon, the leader said, adding the BJP chief will also address a tribal convention there.

Later, Shah will travel to Charoda in Durg district at 3 pm and address a women’s convention, he said. He will meet members of the Gujarati community in Bhilai at 4.40 PM. Assembly polls are slated to be held in Chhattisgarh later this year.
