Prime Minister Narendra Modi arrived in Uttar Pradesh’s Amethi today, the parliamentary constituency of Congress president Rahul Gandhi. PM Modi addressed a rally in Amethi. On stage along side PM Modi were Chief Minister Yogi Adityanath and Union Ministers Smriti Irani and Nirmala Sitharaman. This is PM Modi’s first visit to Amethi after coming to power in 2014, in the constituency which has remained loyal to the Gandhi family for long. PM Modi previously visited Amethi on May 5, 2014 and the BJP, which had fielded party leader Smriti Irani against Mr Gandhi in 2014 general election, had managed three lakh votes. Ms Irani has been nurturing the constituency since and is expected to contest again in the coming poll, expected to be held in April-May. Earlier today, PM Modi was in Bihar’s Patna sharing a stage with Chief Minister Nitish Kumar at the NDA’s Sankalp rally.

Accused of blocking special status for Bihar by its Chief Minister, Prime Minister Narendra Modi today underscored every instance of Centre’s help for the state’s people. He also heaped praise on the Chief Minister – who, in a first, shared stage with him during a political rally. While flagging off the NDA’s election campaign in the state, the Prime Minister also tore into the Congress over the strikes against terror bases across the Line of Control. Contending that the Congress stance would only please Pakistan, he said, “They asked for evidence of the surgical strikes. Now, they ask for evidence of the strikes by the Air Forces”.

“I want to know from the Congress and other parties why they are bent on destroying armed forces’ morale. Why is the Congress giving speeches where enemies are benefitting? When we had to stand united against terror factories, 21 parties united for questioning us,” he added.

Pakistan, he said, is “applauding those words”.

The Congress is part of the opposition alliance in the state, and the party, along with ally Tejashwi Yadav, has accused the BJP of politicising the sacrifices of the soldiers.

The aim of the opposition, the Prime Minister said, is to “destroy Modi, while Modi is seeking to destroy terror,” the Prime Minister said.
Their attitude towards national security… that’s not relevant anymore. It is a new India. We don’t remain quiet about sacrifices.

He also explored in detail the Centre’s initiatives in the state and praised the state for implementing them properly.  From infrastructure to health and transport, electricity in the villages and the proposed metro pail in Patna, he presented an extensive list to the thousands of people gathered in Patna’s Gandhi Maidan.

“I am happy that Nitish Babu worries about the poor and took Bihar out of its old ways and gave it a new direction,” PM Modi said.

Nitish Kumar is not known for his bonhomie with PM Modi. While the two had shared stage earlier for government functions, this is the first time they did so politically. Mr Kumar had quit the party in 2013 at the prospect of his being pitched as the NDA’s Prime Ministerial candidate.

During the rule of the Grand Alliance – a coalition of Nitish Kumar, the  Congress and Lalu Yadav – he and the Prime Minister had been engaged in sharp political attacks against each other.

PM Modi’s barbs on the state’s law and order and Mr Kumar’s political DNA had provided the alliance campaign some much-needed boost ahead of the elections.

IAF pilot Abhinandan to release today: Daily retreat and flag-lowering ceremony at Attari-Wagah border cancelled for today; Wing Commander Abhinandan Varthaman will debrief the Air Force officials in Amritsar before he will be brought to Delhi.

Wing Commander Abhinandan Varthaman will be released via Attari Wagah border between 2pm and 4pm.

Indian Air Force Wing Commander Abhinandan Varthaman, who was arrested by the Pakistani rangers on Wednesday, is set to arrive at the Wagah border after Pakistan Prime Minister Imran Khan announced his release on Thursday. He has reportedly reached Lahore, which is just over 23 kilometres from the Wagah border. He is expected to arrive at the border at around 4 pm. IAF pilot’s capture in Pakistan occurred amid escalating military tension between the two countries. On Wednesday, IAF pilot Abhinandan’s MiG 21 had shot down Pakistan’s F-16 fighter jet before falling into an ambush which led to the crash of the fighter jet he was flying. Abhinandan landed on Pakistani soil after ejecting from his jet and was arrested by the Pakistani forces. However, it is believed India put back channel diplomatic pressure with the help of allies to make Pakistan release the pilot immediately. On Thursday, Imran Khan announced in the Pakistan National Assembly that Abhinandan would be set free as ‘peace gesture’. India has meanwhile maintained that Pakistan is obliged to release the pilot under the Geneva Conventions.

2.06pm: Pak ignores India’s request for aerial route to Abhinandan: Hours after Pakistan announced its decision to release Indian Air Force pilot Abhinandan Varthaman, India conveyed to Islamabad that it wants him to be sent back via aerial route and not through the Wagah land border, PTI reported. However, late in the night, Pakistan communicated to India that he will be returned through the Attari-Wagah border. The Indian defence establishment was also mulling over sending a special aircraft to Pakistan to bring back Wing Commander Varthaman.

His father Air Marshal (retd) Simhakutty Varthaman also flew the MiG-21s and was an IAF test pilot, who retired five years ago, a family friend told PTI. Abhinandan’s grandfather was also in the IAF. In an interview to PTI, Wing Commander (retd) Prakash Navale, who was a course-mate of Abhinandan’s father at the National Defence Academy (NDA) during 1969-72, said the first time he saw the young pilot, held captive by Pakistan, was when he was a three-year-old toddler.

7.15am: Ceasefire violation by Pakistani troops: One civilian was injured on Friday morning in a ceasefire violation by Pakistani troops along the LoC in Uri sector of Jammu and Kashmir, officials said, reported PTI. Pakistani troops resorted to unprovoked firing towards Indian posts and villages in Kamalkote area of Uri in Baramulla district on Thursday evening, the officials said. They said the intermittent firing continued throughout the night.

7.00am: Encounter breaks out in Kupwara district: An encounter broke out on Friday between militants and security forces in Kupwara district of Jammu and Kashmir, officials said, reported PTI. Security forces launched a cordon and search operation in Babagund area of Kupwara following information about presence of militants there, the officials said. They said the search operation turned into an encounter after militants opened firing towards the security forces, who retaliated. There are no reports of any casualties so far.

Pakistan will release a captured Indian pilot as a “peace gesture” on Friday, Prime Minister Imran Khan has said.

Mr Khan revealed the decision in parliament after a speech in which he said Pakistan was focused on de-escalation.

Pakistan shot down the pilot’s jet on Wednesday, as tensions rose with India over the disputed region of Kashmir.

The capture of Abhinandan Varthaman was a major setback for India. Both sides are under pressure to calm tensions.

India struck targets in Pakistan on Tuesday after a deadly militant attack on its security forces earlier this month that it blamed on its neighbour.

Pakistan said it had no choice but to retaliate with air strikes on Wednesday, which led to a dogfight and the Indian fighter jet being shot down in Pakistan-administered Kashmir.

“As a peace gesture we are releasing the Indian pilot tomorrow,” Mr Khan told Pakistani lawmakers in the National Assembly.

He also repeated his call for the de-escalation of the situation, saying that Pakistan and India “have to live in peace”.

Amid the rapidly escalating tensions, Mr Khan on Wednesday pushed for talks with Delhi to prevent the risk of a “miscalculation” between the nuclear-armed neighbours.

Indian Prime Minister Narendra Modi, who held an urgent meeting with the country’s security chiefs on Wednesday, is yet to publicly comment on the crisis.

Delhi has been demanding an immediate release of the pilot, who is being hailed as a hero in India.

What happened to the pilot?

The Indian Air Force pilot, identified as Wing Commander Abhinandan Varthaman, had been reported “missing in action” by Indian officials.

Images then circulated of his capture, which were both condemned for what appeared to be a physical attack at the hands of residents in Pakistan-controlled Kashmir, and praised for the actions of the Pakistani soldiers who intervened to create a barrier.

Pakistan’s information ministry published – but subsequently deleted – a video showing the blindfolded pilot, who could be heard requesting water, just after he had been captured.

Prime Minister Narendra Modi Video Conference: Prime Minister Narendra Modi on Thursday said that dismissed the ‘mahagatbandhan’ of opposition parties as ‘mahamilavat’. Addressing the party workers via NaMo app, he said that it will send the country to the Intensive Care Unit (ICU).

“The grand opposition alliance, the mahagatbandhan, was highly adulterated, mahamilavat,” he said.

He suggested that a loss for the party, like in 2004, will jeopardise development works and ease of corruption will replace ease of doing business.

The Prime Minister also said 2014 was a mandate for fulfilling people’s necessities while the 2019 election will be about fulfilling people’s aspirations.

Earlier, the Prime Minister cautioned against remarks that dent the morale of the security forces, adding that “India will fight, live, work and win as one and nobody can create hurdles in its march towards development”.

He said that the country is grateful to all those who are protecting the nation. “It is because they (soldiers) are there, the nation can reach new levels of development,” he said.

Without naming Pakistan, the Prime Minister said that the enemy is trying to destabilise us and carrying out terror attacks to stop India’s growth.

“We all countrymen are standing like a rock to counter their evil designs,” he said.

As Indian Air Force fighter jets crossed the Line of Control for the first time since 1971 and struck a terror camp of the Jaish-e-Mohammed around 3:30 am on Tuesday, National Security Adviser Ajit Doval tracked the operation real-time and even kept Prime Minister Narendra Modi in the loop, say top sources.

The strike in Pakistan’s Balakot, around 80 km from Pakistan-Occupied-Kashmir, was directed at the Jaish-e-Mohammed; the Pakistan-based terror outfit had owned responsibility for the February 14 suicide attack in which 40 CRPF soldiers were killed in Kashmir’s Pulwama.

A day after the Pulwama terror attack, PM Modi chaired a meeting of the Cabinet Committee on Security, in which it was decided that India needs to send a strong message, say sources.

“PM spoke a dozen times on Pulwama in the meeting and the need for a strong reply. There was a need to send a message to the terrorists too,” said sources.

Various options were considered, say top sources, adding that the “element of surprise” was supreme. The work was “done through several verticals and actionable intelligence was gathered”.

Sources said the government considered the prevailing mood in the country, with people paying moving tributes to the CRPF soldiers who died in the Pulwama terror attack and demanding strong action.

12 Mirage 2000 fighter jets crossed the Line of Control and dropped 1,000 kg bombs on the vast terror training facility at Balakot

Based on intelligence inputs over the last few days, Indian Air Force Mirage 2000 fighter jets dropped six bombs at the biggest camp of the Jaish-e-Mohammed in Balakot, killing over 300 terrorists including Jaish chief Masood Azhar’s brother-in-law Yousuf Azhar, sources said. The camp was a training facility for suicide bombers.

The strike took one-and-a-half minutes and the fighter jets returned after a 19-minute operation, without a scratch or any casualty.

According to officials, everyone at the camp was “sleeping” and Pakistani defence establishment “had no clue” that the attack was coming so deep into their country because they had expected a surgical strike on camps in Pakistan Occupied Kashmir near the Line of Control.

But India had received information that Jaish had shifted many terrorists and hardcore operatives, along with their trainers, to the Balakot camp, which has facilities for 500 to 700 people, and even has a swimming pool along with cooks and cleaners.

Sources say fighters and other aircraft took off from several air bases at about the same time, leaving Pakistani defence officials confused about where they were heading.

A small group of aircraft broke away from the swarm and headed to Balakot where “the sleeping terrorists were sitting ducks for the Indian bombing,” the Press Trust of India quoted a source as saying.

12,000 crore for Rythu Bandhu; farm loans up to 1 lakh to be waived

Irrigation, agriculture and welfare schemes continue to get a lion’s share in the Telangana’s Vote-on-Account Budget for 2019-20 with a total size of 1,82,017 crore.

Presenting the Budget today, Chief Minister K Chandrashekar Rao has allocated 22,500 crore for the irrigation sector for the completion of various projects and 20,106 crore for the agri sector.

Farm-loan waiver

The Chief Minister announced a waiver of farm loans, piled up till December 11, 2018 (the day election results are announced) up to 1 lakh. He allocated 6,000 crore for the first tranche this financial year.

As promised in the election campaign, the Chief Minister has hiked the Rythu Bandhu grant to 10,000 each (from 8,000) to farmers on every acre they own. This will be in two tranches of 5,000 each ahead of the Kharif and Rabi seasons. He allocated 12,000 crore for the scheme in the Budget.

Other prominent allocations: Aasara pensions (12,067 crore); KalyanLaksmi and Shaadi Mubarak (1,450 crore); Unemployment allowance at 3,016 per beneficiery (1,810 crore); Scheduled Castes development (16,581 crore); Scheduled Tribes development (9,827 crore); and Rythu Bima (650 crore).

The Chief Minister presented the sixth Budget (after the formation of the State) as he kept the portfolio with him, while expanding the Cabinet early this week. Former Finance Minister Eatala Rajender has now been given Medical and Health Department. He presented the Budget in the Legislative Council.

“We chose to present a Vote-on-Account Budget for 2019-20 as the Centre also came out with Vote-on-Account Budget. We will present a full-fledged one after studying Central priorities, getting clarity on likely Central fund flows,” he said.

‘The worst is over’

The Chief Minister said the State’s economy was in a poor state at the time of the formation in 2014.

“It was crisis-ridden. There was acute power shortage and unscheduled power cuts, forcing the industries to work in shifts, resulting in the decline of the industrial sector. The farming sector was in distress resulting in a very high incidence of farmer suicides, and the economy was growing at a very slow pace,” he said.

With a stressed rural economy, stalled irrigation projects, tanks in a state of disrepair and beset with successive droughts, the State was confronted with a daunting task, he said.

From there, the State developed a ‘Telangana Model’ of development which is being discussed nationwide. “We could revive the industrial sector as we emerged as a power-surplus State.”

GSDP growth

During 2012-13 and 2013-14, the region’s growth in Gross State Domestic Product (GSDP) was 4.2 per cent, far below the national average of 5.9 per cent. “After the formation of Telangana, the growth rate more than doubled to 10.6 per cent in 2018-19,” he said.

Telangana’s per capita income is at 2,06,107 for the year 2018-19, as against 1,81,102 in 2017-18, showing a growth of 13.8 per cent (as against the national growth rate of 8.6 per cent).

He said the State’s own revenues (SOTR) for 2019-20 (budget estimates) are at 94,776 crore as against the revised estimates of 72,777 crore (for 2018-19). The average SOTR growth rate in the first four years after formation is 17.71 per cent.

Transfers from the Centre (estimates) in 2019-20 would be at 22,835 crore, while in (revised estimates) 2018-19, these are at 28,042 crore.

The estimated total expenditure in 2019-20 is 1,82,017 crore. Of this, revenue expenditure is 1,31,629 crore and capital expenditure is 32,815 crore.

In 2019-20, the estimated revenue surplus is 6,564 crore and fiscal deficit is 27,749 crore. The fiscal deficit is 2.81 per cent of GSDP.

The primary sector is expected to register a growth rate of 10.9 per cent in 2018-19. “This is possible due to improvement in power situation and rejuvenation of irrigation facilities,” he said.

Boosted by improved power supply and a liberalised industrial policy (TS-iPASS), the secondary sector is likely to register a growth rate of 14.9 per cent in 2018-19.

During 2005-14, AP’s total capital expenditure on 23 districts, was 1,29,683 crore. The capital expenditure on Telangana region was only 54,052 crore during the period. But during 2014 to 2019, the capex in Telangana stands at 1,68,913 crore.

Soon after the Budget session began at 11.30 am, the House passed a resolution condemning the killing of 40 CRPF personnel at Pulwama in Kashmir recently.

Moving the resolution, Chief Minister K Chandrashekar Rao announced a compensation of 25 lakh each to the kin of the slain CRPF men.

Floor leaders of Congress, BJP and MIM also paid tributes to the deceased.

After the Chief Minister presented the Budget, Speaker Pocharam Srinivas Reddy adjourned the House for Saturday. The Budget session will last till February 25.
